After an extensive monitoring period, the issue is considered fully resolved.
TIC has reported that the issue on their end has been addressed. We are performing validation checks from our side.
After an investigation, all domains which had their DNS cached within those providers are still accessible. All new records or records which their TTL has timed out are inaccessible.

Bandwidth degradation affecting non-Tehran POPs CDN PoP Performance Issue
Following the capacity expansion and optimization changes implemented on the IXP connectivity, the issue has been resolved as of 03:39 PM on May 20. We are now monitoring the infrastructure to ensure stability.
Following the ongoing congestion on our IXP (TIC) peering infrastructure, which was causing elevated packet loss and degraded performance for traffic with all connected peers, a series of changes were implemented to mitigate the congestion and increase overall capacity. Capacity expansion and optimization adjustments were applied to the IXP connectivity starting at 02:40 PM on May 20. Subsequent to these changes, a significant traffic drop was observed across the infrastructure, accompanied by service disruptions and degradation. The issue is currently affecting all services traversing the IXP paths.
Our engineering team is actively investigating the situation and service impact. We are working on immediate mitigation steps and will provide further updates as soon as more information becomes available.
